REQUIREMENTS FOR TRANSPORTING HORSES INTO THE STATE OF ILLINOIS per Illinois Department of
Agriculture:
Illinois Entry Requirements for Equines - Effective February 1, 2004 All equines entering Illinois
for any reason other than slaughter must be accompanied by a negative test for EIA conducted
within a year if the animal is more than one year of age, certificate of veterinary inspection
issued by an accredited veterinarian within 30 days of entry, and an entry permit issued by the
Illinois Department of Agriculture.
Entry permits are available by calling the Illinois Department of Agriculture, 217/782-4944 and
are issued 24 hours a day, seven days a week. THERE IS NO CHARGE FOR OBTAINING AN ENTRY PERMIT
FROM THE ILLINOIS DEPARTMENT OF AGRICULTURE.
The following information will be required for the entry permit:
- Name and mailing address of owner of the animal
- Date of the EIA test
- Location where the animal is going
- Permit numbers are also available online at www.agr.state.il.us
A password to access the permit program is required and will be issued to veterinarians by
calling the Illinois Department of Agriculture, Bureau of Animal Health, 217/782-4944 weekdays,
8:00 a.m. - 4:30 p.m.
For equine only: The entry permit is good for 30 days (the life of the health certificate). It is
requested that if the health certificate is used for multiple entries (i.e. trail rides or shows
on several weekends) that all events during the 30 day period be included on the health
certificate. If an event is not listed on the health certificate, the owner is asked to call the
Department, provide the permit number and provide the location of the additional event(s).
For equine sales: A blanket permit is available for out-of-state equine sales and auctions. For
more information, please call the Bureau of Animal Health, 217/782-4944.
In accordance with the Illinois Diseased Animals Act (510 ILCS 50/1 and the regulations pertaining
thereto 8 Ill. Adm. Code 85), violators are guilty of a business offense and shall be fined not
less than $50 nor more than $1,000.

FEI Registration Fee Required for Horses and Riders
As approved by the 2005 FEI General Assembly, an annual FEI registration is mandatory for all
riders and horses competing in FEI events. The fee requirement takes effect on January 1, 2006 and
it is renewable annually. Fees are $15 for each horse and $15 per rider.
This registration is in addition to acquiring a passport or horse recording. All horses and riders
must be registered with the FEI before competing in any 2006 competitions. The FEI horse and rider
registration form is available on the USEF web site, www.usef.org.

FEI QUALIFICATION CRITERIA
4. Qualifying Period and Deadline
4.1 QRs for CIOs, CCIs and CICs must be obtained in the calendar year in question or the 2
preceding calendar years.
4.2 A QR at a CCI must be obtained at least 4 weeks before the event for which it is needed; a QR
at a CIC must be obtained at least 2 weeks before the event for which it is needed (modif. May,
2006).
4.3 Qualifications may be achieved as a combination or separately by rider and horse.
4.5 Where a QR at a CIC is specified, one QR at a CCI of the same level is equally acceptable.
What is a qualifying result?
A qualifying result is achieved by completing the following:
Qualifying result for dressage tests:
FEI Dressage Tests: Not more than 75 penalty points.
Qualifying result for National Dressage tests: Not more than 50 penalty points.
Qualifying result for cross-country: FEI and National competitions.
Not more than 20 penalties at obstacles.
Not more than 90 seconds exceeding the optimum time. (36 time penalties)
At the CCI**** level – Not more than 120 seconds exceeding the optimum time.
Qualifying result for show jumping:
FEI Competitions: not more than 16 penalties at obstacles.
National Competitions: not more than 16 penalties at obstacles.
Please Note: A type/level of qualification can apply to horses, riders, or combinations of
horse and rider. Such qualifications for horses and riders may be achieved separately except for
Championships when qualifications must be achieved as a combination.

How to Qualify for an International Horse Trial (CIC)

CIC* - You must have 3 qualifying results from either of the following:
- National Preliminary Horse Trials (CNC)
- National One Star Three Day Events (CCN*)

CIC** - You must have 1 qualifying result from either of the following:
- National Intermediate Horse Trials (CNC**)
- International One Star Horse Trial (CIC*)

CIC*** - You must have qualifying results as follows:
- 1 CIC** and 1 CNC*** (National Advanced Level Horse Trial)

- 3 CIC**

PASSPORT REQUIREMENTS
U.S. National Passport Required at Lower Level FEI Events in the U.S.
Beginning December 1, 2007, all U.S. competitors must present either a U.S. National Passport or
an FEI passport at lower level FEI events in the U.S. The following events are considered lower
level FEI events (CSI 1*/2*, CDI 1*/2*, CCI or CIC 1*/2*, CRI 1*/2*, CAI-B, CVI 1*).
FEI Passports are still required at upper level FEI events and events outside the competitor’s
home country.
GR1309.4 U.S. Competitors competing in their own country in an FEI-sanctioned event, not
requiring an FEI Passport, must present a valid USA National Passport or a valid FEI Passport.

The Passport Department would like to encourage all members who plan to participate in any of the
above listed FEI events to start this process as soon as possible. By submitting your paperwork
now, you will eliminate the need for any last minute rush.

FEI Equine Influenza Vaccine Requirements
The FEI requires all horses competing in FEI competition to provide evidence of sufficient
vaccination against equine influenza. Vaccination against equine influenza is an important
deterrent to equine respiratory disease amongst FEI competition horses and is essential for
health regulatory reasons. The vaccination protocol involves regular six monthly booster
vaccinations following a primary vaccination course, as from January 2005. The primary course is
essential to stimulate initial immunity and for an optimal effect of subsequent booster
vaccinations. All horses and ponies for which an FEI Passport or a National Passport approved by
the FEI has been issued must have the vaccination section completed and endorsed by a
veterinarian, stating that it has received two injections for primary vaccination against equine
influenza, given between 21 and 92 days (i.e. 1-3 months) apart. For live vaccines, another
schedule for the primary vaccination may apply. In addition, a booster vaccination must be
administered within each succeeding 6 months (± 21 days) following the second vaccination of the
primary course. None of these injections must have been given within the preceding 7 days
including the day of the competition or of entry into the competition stables.
The above are the minimum requirements for influenza vaccination. The primary course and
subsequent booster vaccinations should be given according to the manufacturer's instructions that
will fall within the stipulation of the FEI ruling. If a horse is not competing in FEI
competitions for an extended period, at least the manufacturers’ recommendations for booster
vaccinations should be followed. Further guidelines as to the Equine Influenza vaccinations can
